China’s coastal cities have both high economic contribution and high risk senstivity.The improvement of their governance ability depends on the source control of complex and diversified risks of "Urban Diseases".However,the current comprehensive disaster prevention planning of coastal cities focuses on the passive response of space and facilities to disasters,and lacks the technical support of dynamic risk governance,which leads to the unclear understanding of disaster prevention ability,the lack of "Peacetime-Disaster combine",the difficulty of Multi-Regulation connection and other practical contradictions.The engineering comprehensive disaster prevention system needs to be expanded and improved by introducing refined risk governance.This paper is supported by the major project of National Social Sciences Fund "Study on Safety Strategy and Comprehensive Disaster Prevention Measures for Coastal Cities Based on Intelligent Technology(13&ZD162)".On this basis,the paper explores the path of comprehensive disaster prevention planning for coastal cities under the guidance of risk governance.According to the "Problem Finding-Difficulty Focusing-Solution Finding-Application Feedback" train of thought,the comprehensive disaster prevention planning research framework of coupling risk identification,evaluation and control system is constructed,which integrate risk governance and disaster prevention planning.The application of risk governance technology is extended from the preliminary analysis of traditional disaster prevention planning to the whole process from preparation to implementation.Base on the theoretical exploration,planning study and results refine,analyzes the mechanism of safety risk mechanism in coastal cities,demonstrate the dilemma and innovative path of comprehensive disaster prevention planning,establish a risk assessment system integrating multiple subjects,put forward differentiated disaster prevention space planning.The aim is to make clear safety risk base of coastal cities,accurately and comprehensively assess the risk,and improve efficiency of comprehensive disaster prevention planning.On the level of risk governance theory exploration.By using the method of disaster chain effect analysis,this paper establishes the whole cognition system of safety risk mechanism of coastal city from the "Double Perspective" of material disaster and risk governance behavior.The dynamic model of risk governance subsystem was established by studying the reaction force of risk governance behavior instead of the forward transfer of energy of traditional material disaster.When dealing with the positive transmission of disaster energy in the form of "Convergence and Burst" of material disasters,risk governance behaviors show the feedback characteristics of "Circle and Layer" structure.Comprehensive disaster prevention planning must form Multi-Levels disaster prevention space system according to the characteristics of this mechanism.The risk measurement method of risk management product supply chain is used to construct the risk assessment framework of disaster chain effect for coastal cities.In order to reconstruct the system of comprehensive disaster prevention planning,it is necessary to take the whole life cycle risk governance as the goal and couple risk governance technology and disaster prevention space system through risk assessment.This enriched the theoretical connotation of comprehensive disaster prevention planning under the Cross-Discipline.At the research level of integrated disaster prevention planning system.Based on analysis of the evolution of vertical Multi-Disaster prevention technology and the analogy of horizontal Multi-Department disaster prevention planning.This paper holds that the root cause of the dilemma of comprehensive disaster prevention planning for coastal cities is "The conflict of disaster prevention standard is caused by the unclear cognition of comprehensive disaster prevention ability".And all disaster prevention plans hope to achieve the best results with the lowest investment in disaster prevention infrastructure.This paper transplanted the Economic-Geospatial econometric model and proposed the evaluation method of comprehensive disaster prevention efficiency for the first time,which was used to measure the comprehensive disaster prevention ability.Through quantifying the "Input-Output" relationship among Disaster prevention cost,Disaster output and Risk environment,five core driving variables affecting the improvement of comprehensive disaster prevention efficiency of coastal cities in China were obtained.The response mechanism of risk governance technology and disaster prevention space planning is also demonstrated.Finally,path of integrating the traditional comprehensive disaster prevention planning system with the "Whole Process" risk governance technology is proposed.It includes the extended reconstruction of Multi-Dimensional risk assessment system and the perfect reconstruction of Multi-Level disaster prevention space planning.It also provides a new solution to the dilemma of coastal city comprehensive disaster prevention planning.At the level of planning path refinement.This paper breaks through the static and unidirectional risk assessment of traditional comprehensive disaster prevention planning.The "Multi-Dimensional" risk assessment framework is refined.Based on the analysis of the disaster chain effect of multiple subjects,this paper puts forward the derivative relationship between the government,the public and the material space environment in the field of disaster energy existence,time and influence dimensions.It has established a risk assessment index system and evaluation standards including disaster attribute,government governance and residents’ participation.Equally allocation of disaster prevention facilities and assimilation of disaster reduction measures is ineffective.The content of "Multi-Level" space governance system should be refined.It is considered that managing difference is the key point of coastal city disaster prevention space planning.According to the characteristics of the dominant disaster risk and its network structure at different spatial levels,the key contents of risk control and disaster prevention planning are classified.This approach can maximize the effectiveness of disaster prevention infrastructure and management input and improve the efficiency of comprehensive disaster prevention planning.In addition,the "Whole Process" comprehensive disaster prevention planning is refined with the goal of multi-ple stakeholders participating in risk governance.It is considered that the planning process of coupling risk monitoring,assessment and control mechanism must have three stages: Risk intelligence collection and analysis,Risk control and disaster prevention spatial layout,Risk emergency disposal and planning implementation.These research contents constitute an innovative path of comprehensive disaster prevention planning for coastal cities under the guidance of risk governance.Finally,through the application feedback of integrated disaster prevention planning for central city of Tianjin,it is shown that the path planning in this paper are helpful to improve the resilience of coastal cities.It includes "Whole-Process" risk governance,"Multi-Dimensional" risk assessment,"Multi-Level" risk governance and control.It can also provide research examples for other cities to carry out safety risk governance and build comprehensive disaster prevention system. |
