Study On The Effectiveness Of Government Regulation On Green Building Construction

Chai Jing, a former CCTV reporter, released a documentary about the deep investigation on daze called Under The Dome filmed on her own expenses some time ago, causing the public concern about the environmental pollution. With the enhancement of social awareness of environmental protection, the concept of sustainable development gains much popularity. As an important source of urban pollution, construction industry needs a kind of green way to reduce the environmental damage. Green building, as a kind of building constructed by making full use of natural resources under the condition of maintaining basic balance of ecological environment, more conforms to the trend of social develop ment. Being the key link of achieving energy conservation and emissions reduction and making full use of resources, the stage of green building construction is an important part of realizing the healthy and stable development of green building. In the process of green building construction, the government needs to guide and regulate each aspects of green building through a series of necessary policies to play the role of macro-control, achieving the ultimate goal of green building.According to the current situation of green building originating from the quality problems and weak supervision of construction industry, this dissertation analyzes the government efficiency of supervising the process of green building construction and provides some solutions and suggestions. The main points are as follows,First of all, the dissertation compares and analyzes the development situation of green building at home and abroad, knowing that China's green building development level has obviously fallen behind that of some developed countries both in the development time and in the development degree. Therefore, the different policies and methods each country makes use of to develop green building could be used as a reference for China. Then the existing problems in the idea, technology and system of China's green building are proposed according to our development status.Then the section of green construction is stated in the dissertation which is an important link in the process of green building and concerns the quality o f the whole green building activity, proposing the shortcomings at this stage, analyzing the reasons and making some suggestions.Finally, the dissertation analyzes the supervision and regulation problems of government on construction industry especially green building industry from a different point of view, focusing on the improvement suggestions from six aspects such as system, responsibility, means, talent, technology and promotion to strengthen the regulatory role of government and ensure the developme nt of green building to a new high level in the next period.
