With the improvem ent of the rea l estate market macro-regulation which is from the government, and the real estate m arket is transformed from seller m arket into buyer m arket. With the increasing of real estate m arket supply, the choice space of homebuyers is enlar ged. The real estate company has to improve their own competitiveness to show itself in numerous building groups, and the key of project's success and failure is the initial scheme design.In the process of project construction, the scheme design is not only the leading of project, it is also the soul of the building. A good scheme design can bring large profit for developers and generate enorm ous social benefit. It will im proving our urban landscape and perfect traffic environment. In this paper, it analyzed the works in th e stage of real es tate planning scheme. Firstly, it gave a detailed introduction to the w orking contents and importance of real estate development plan design. Secondly, it analyzed the m anagement theory and application status of real estate planning scheme stage. Thirdly, it took the Shui An Lan Xuan of Jinghai in T ianjin as example,used method of questionnaire to determ ine the market positioning of this proj ect. After that, it res earched the organization management of district planning scheme design from several aspects, including: building project management organization, meticulous design program, building consultation m echanism, project examination and adjustment. It changed the tr aditional building project design into a trinity whole design, and it cooperated with related units, majors and fields.Compared the data of Shui An Lan Xuan with the previous projects, it shows that th is project using 1.5 tim es of previous projects in design stage. Bu t, due to its high integrities, and it has communicated with related units, this projects not only meet design code's demand but also more personalized. It m et the demand of owners, and raised the residential life of comfort. At the same time, by the effective communication in early stage, it red uced the workload of change, decreased construction period and cost, accelerated project schedule, and achieved better effect.
