A Study Of Urban Planning Policy For The Regeneration In The Old Industrial District In Shanghai

Currently, Shanghai is in the critical period of innovation-driven development, economic transformation and upgrading. Under the premise of the strictly controlled volume of urban construction land and the implementation of the most stringent farmland protection system, the goal will be constructing a global city with strong international competitiveness and influence, and realizing steady growth and sustainable development. The most important thing recentlyis to work with the resources and environment carrying capacity for the bottom line,adjust the industrial structure as the starting point, support the guarantee level of public service and by the way of optimizing the existing stock of urban land, increasing the amount of available urban land and improving land quality to meet the demand for urban land of Shanghai urban and rural development in order to achieve "zero growth" in total planning urban land in Shanghai.Optimizing the structure of urban land, reducing the proportion of industrial land,raise the proportion of public green space, public facilities and infrastructure,encouraging reasonable mixed land use and comprehensive development and utilization of underground space will be the main direction of developing Shanghai in future. Shanghai "195" block namely the old industrial districts in the urban land of concentrated urbanization area,especially the old industrial districts in new town, should be accelerated transformation of development to upgrade the industry level and new town's comprehensive service functions led by modern service.In the problem-oriented and demand-driven principles, the study through methods of studying literature, interviewing surveys, sorting conclusions,doing systematic research, based on learning and mastering the theoretical approaches in this field and studying on domestic and foreign cases, also combined with my participation in the regeneration plan of old industrial districts in Shanghai Nanqiao Newtown and Shanghai's overall development objectives and major developing direction in future,proposed regeneration policies and safeguard mechanism for new town's old industrial districts in Shanghai.Hope that it will have some significance on comprehensive regeneration plan of old industrial districts in new cities and towns in “195”block on the next stage in Shanghai. Through industrial transformation and upgrading, residential community development, improvement of public facilities, open space constructionetc, developing policiesenable reduction of inefficient land in old industrial districts,effectiveuse of land and improvement of land use efficiency.To realize Shanghai domain spacestructural optimization and steady growth by means of comprehensive rejuvenation of old industrial districts.
