Research On The Planning Strategies For New Urban Districts Of Resource-Based Cities From The Perspective Of Industrial Transformation

With the acceleration of globalization process as well as the diminishing non-renewable resources, resource-based cities are facing the problem of stepping into a resource-exhausted period, and the industrial transformation is irreversible. In addition, with the acceleration of the urbanization process, the rapid increase of population, as well as the expanding scale of land use, it is a necessity of urban development to develop new urban districts. There are significant changes in the industrial structure and the planning and construction of cities, so the contemporary new urban districts should pay more attention to the exploration of their own features as well as their own connotation construction to cope with increasingly fierce social competition. Just under such a background, how to plan and construct those new urban districts is becoming more and more important.The paper studies and analyzes the problems of new urban districts of contemporary resource-based cities in China from the perspective of industrial transformation, and studies and summarizes the strategies for the planning and construction of new urban districts. Secondly, the paper analyzes and sums up representative planning and construction of new urban districts at home and abroad, and learns from the experience of solving problems and the strategies of planning and implementation. Besides, from the perspective of industrial transformation, the paper also focuses on the research on the planning and construction of new urban districts in terms of development direction, functional orientation, planning concept and so on, and puts forward three general principles for adapting to the planning and construction for the new urban districts of resource-based cities, including integration of target building, harmony of resource structuring, and synergy of functional organizations.Under the guidance of planning principles for new urban districts, the paper puts forward five planning strategies for four planning processes of establishing resource cognition, determining development direction, constructing development approaches and representing space values respectively, including establishing an identification system of resources, creating strategic development direction, building elements of structural organizations, creating valuable spatial places and improving strategies of planning and implementation. Finally, the paper takes the planning for the southern district of new urban districts in Yichun for example, studies and analyzes the general situation, concept and structure of its planning from the perspective of industrial transformation, sums up the problems in the planning and construction, and puts forward some suggestions of further implementation for the development of new urban districts in future, hoping to provide some useful hints and references for how to plan and build new urban districts.
