The rapid development of China is deeply at the expense of consuming a large amount of energy and resource, especially in construction industry. The development of construction industry has the third largest energy consumption subject after the industry and transportation industry, in which the office buildings is the common major, and the energy consumption problem of which is relatively prominent.In this paper, the research object is office buildings(government office buildings and office buildings) in Beijing-Tianjin. Firstly, according to the actual situation of the building energy systems, links, equipments, etc in the design and operation stages, and on the basis of the review of architectural drawings?design specifications?saving reports and the consultation with managers and property staffs, I had a good master of the basic information of the research buildings and energy systems, at the same time, made the statistical analysis about the basic information, energy types and the energy system features of different buildings, then the outstanding issues were summarized and the corresponding reasonable solutions were proposed.Secondly, the operation data of the building energy consumption is statistically analyzed, which can provide the basic data for the establishment of the evaluation model of office buildings in Beijing-Tianjin. The results show that the annual power consumption per unit of the building lighting, socket and air conditioning system is between 5.5-22.74 k Wh/(a.m2), 4.06-30.03 k Wh/(a.m2) and 6.04-64.50 k Wh/(a.m2) respectively, the total energy consumption per unit area of office buildings is between 16.14-58.41kgce/(a.m2). In addition, the benchmark of classification energy consumption is determined, the energy consumption benchmark level of the lighting?socket and air conditioning system is respectively 12.67?20.77, 37.14 k Wh/(a.m2). The total energy consumption is analyzed by the SPSS data analysis software, and the total energy consumption benchmark model is established too, like formula 4-2.Finally,on the basis of the obove work, comparative analysis of the advent-ages and disadvantages of the evaluation content, evaluation indexs, evaluation methods, scoring rules and the evaluation process of the "energy" part in the common multi-index evaluation system at home and abroad were made, then st arting from the actual situation of energy consumption system domestic of office buildings, the energy consumption evaluation model of office buildings that adapt-s to Beijing-Tianjin is determined through the AHP and Delphi method, and a test evaluation of three buildings in Beijing-Tianjin is conducted with the model.
