Global climate change and the sustainable use of energy are related to the future development of mankind,and have become the focus of attention in recent years.The rapid development of urbanization is accompanied by the extensive use of fossil energy,and public buildings are an important terminal for urban energy consumption.Therefore,carrying out public building energy conservation and emission reduction,and managing the actual operating energy consumption of public buildings from total control are of great significance to China’s achievement of the carbon peak goal.Therefore,formulating scientific and reasonable building energy consumption quotas based on actual conditions is an effective way to control building energy consumption.According to literature analysis,different energy consumption quota methods have different applicability in different regions and different building types.At the same time,the quota-related research methods are mostly simple index methods such as the quota level method,and there are few studies on the applicability of multiple linear regression;the research content mainly focuses on the use of certain methods to obtain the local building energy consumption Fixed quotas,and comparative studies between methods are rarely carried out.In this context,this article is based on the actual operating data of Chongqing’s government office buildings,and analyzes the calculation and analysis of the quota index by the simple index method and the multiple linear regression method.Compare the differences between several methods,so as to provide suggestions for the government’s building energy efficiency supervision work.First,this article collected basic information,energy-saving related information,three-year energy consumption data(2017-2019)and other multi-dimensional information of more than 1,300 Chongqing government office buildings through the method of online questionnaire survey.Validation verification,constructed a data set of670 Chongqing government office buildings operating energy consumption and energy consumption information,and performed descriptive statistics and normal analysis on the data,laying a data foundation for the development of energy consumption quota analysis and comparison data foundation.Then,using simple index method and multiple linear regression method to calculate the quota value of energy consumption data.Based on the energy consumption characteristics of office buildings in Chongqing,the selection of energy consumption indicators was analyzed,and the energy consumption indicators per unit area with better stability were selected.Introducing the decision tree method to classify the office buildings of Chongqing Municipality as a secondary classification,based on the current energy consumption quota-related civil building energy consumption standard calculation method in China,the public institution energy consumption quota calculation method as a mandatory law enforcement,and the mainstream domestic quota research method The quota level method requires the calculation of the energy consumption quota value separately.Use the stepwise regression method to establish a multiple linear regression model,analyze the results of the model,simplify the model according to management requirements,and calculate the energy efficiency ratio of a single building.Finally,according to the calculation results of the quota,the quota calculation results of different methods were compared from the four aspects of numerical value,evaluation result difference,influencing factors,and method interpretability.It was found that the calculation results based on different building energy consumption quota methods were different.The differences in policy tightness,adaptability,evaluation results,etc.,give out the quota selection method under different policy needs.At the same time,based on the problems and analysis results in the investigation,the construction of the energy consumption data statistical system,the formulation and management of energy consumption quotas,the publicity of energy consumption and the promotion of the energy-saving renovation market,and proposed suggestions for the energy-saving management of Chongqing policy suggestion.
