In recent years, with the State Grid Corporation of China has speed up the pace of construction on global energy Internet, the planning, research, and building of smart grid has become a new global boom. As an important part of smart grid, the intelligent distribution network has become a new trend of the future power grid development, and plays a decisive role to achieve the overall goal of the smart grid construction. At the same time, as the China increase more and more investment on the upgrade of users-side distribution network year by year, in the process of distribution network planning, the user-side oriented of micro demand will become important complement part of macro layout grid construction. The construction of intelligent distribution network comprehensive evaluation index system based on the user-side oriented, will realize scientific, reasonable and comprehensive analysis and evaluation of the intelligent distribution network, and provide powerful help and technical guidance to planning, construction and reform of the distribution network. On the other hand, the comprehensive evaluation index system is also available for reference to propose user-side oriented smart distribution grid planning and construction, improve power supply capacity and optimize operations of smart distribution grid.Firstly, this article introduces the research background and significance, research status at home and abroad, the basic theory, the intelligent distribution network comprehensive evaluation index system based on the user-side oriented, index weight and grading standards, etc.; Then select pilot area to calculate, according to the results of the comprehensive evaluation of regional distribution network, this thesis analyses problems and weak links of those distribution network. In the above work, this paper analyses the supply capacity in southern Hebei power network and characteristics of user demand, and briefly comprehensive the application effect of economic, social and management efficiency of index system. Finally, the index system has strong applicability in optimizing the allocation of resources, improving the investment scale of distribution network distribution network construction, and also has high popularization value.
