With the rapid development of the national railway construction,railway convenience occupies an important position in China’s national economic development.One of the main reasons behind the long-term in Northwest China’s economy is transportation restrictions,the region’s land area is relatively large,some areas of railway,highway construction will drive around the more developed economic development to a certain extent;however,in some areas due to the difficult terrain of the special nature of construction,railway large,single vehicle under certain circumstance are not conducive to economic development.Therefore,the railway construction for the development of the Northwest Territories is very important.The main object of this study is the northwest stretch of railway,selected according to the characteristics and practical engineering cases northwest railway construction first established evaluation system in line with the Regional Rail Line Scheme Optimal index system from the technical conditions,economic and environmental impacts and four aspects of social discussion,based on the principles and methods of screening index system for mutual interference,mutual influence,interaction index minus sieve reasonable to construct the evaluation system in line with the region’s representative.Index system including quantitative and qualitative indicators,according to the characteristics of the index property to select the most appropriate multi-objective assessment method.Then,to solve the weight values for completion of paper to play a key step is the evaluation of a combined bridge between models.Thus,to determine the weight values mainly used AHP,and law and the use of Matlab in eig function is calculated to achieve the hand count and ICC combined.Currently,there are many railway lines Schemes mathematical methods,select paper intimate value method and fuzzy comprehensive evaluation method based on the characteristics and properties of indicators related methods, and try to combine two mathematical methods to build evaluation model.Railway Schemes evaluation system fully reflects the quantitative and qualitative,intimate value method for solving quantitative problems; fuzzy comprehensive evaluation method for solving qualitative problems,qualitative issues can not determine the number to express the need to introduce membership function its quantitative conversion,in order to improve the accuracy of the results,the paper using the average method to determine the membership function.Finally,we use certain Northwest Railway(Jin-A line)as the actual project case,the value of re-use of mathematical models and close-value method and fuzzy comprehensive evaluation method to build the calculated weight appied in Railway preferred practical engineering cases and analyze them to obtain the sort of programs,select the optimal solution.Railway line through the optimization model and the actual optimal solution for compliance verification scheme constructed paper is scientific,rational decision-making is the line after the program provides a reference analysis.
