With the depletion of fossil energy, the improvement of the quality of life and the improvement of appearance and function of the building, the energy consumption of public institution building is growing since the 21 st century. According to 2015 Annual Report on China Building Energy Efficiency, the building energy consumption of total goods reached 756 million tec in 2013,which accounts for 19.5% of the total energy consumption throughout the country.With huge building area and strong social influence of public institutional building, it leads the development of building energy saving reconstruction, promoting the creation of energy saving, emission reduction, low carbon model of new building life. Therefore, it's the necessary of the stable development of building energy saving reconstruction that establishing the comprehensive evaluation system of green transformation technology application effect on public institution building.Based on the energy consumption data of part of public institutional building in major cities in northeast China, which obtained during before and after the reconstruction period in 2014 and 2015, the survey of 18 cases made a deep analysis on the energy-saving benefit created by green transformation technology on existing public institution building. By implementing the thought of “A green four sections”and integrating the eight system of HAVC, water supply and sewerage engineering, urban planning and architectural, structural and materials engineering, construction management, architecture electric, operation management and reconstruction and innovation, the paper established a complete set of guide manual of the green transformation technology on existing public institution building. The green transformation technology on existing public institution building is lack of the evolution method. And the evolution methods of correlation system are insufficient. Therefore, considering of five aspects from building reconstruction benefit, service life after building reconstruction, building reconstruction costs, the effects of artificial environment reconstruction, regional influence factors., the paper proposed the Alter evaluation method.It was concluded that the final computation formula, Alter = 0.37A+0.14 L +0.17T+0.22E+0.1R. According to the computing results, the paper ranked the reconstructed building. In order to achieve promotion and development of independent evaluation of the green transformation effects of public institutional building, and to provide the platform for green transformation technology on existing public institution building to adapt to the modern development,the paper developed the database system of comprehensive evaluation of the green transformation effects of public institutional building, adopting MyEclipse 8.5 as development tools, Java as development language, SQL as the background database and Apache-Tomcat 6.0.33 as the server. Putting the database system into practice, the paper conducted comprehensive evaluation of the green transformation effects of some public institutional building in Shandong province.By proposed the Alter evaluation method, the green transformation project finally can get 0.536 points, rated one-star.It verified the feasibility of the Alter evaluation method.The research on the comprehensive evaluation system of green transformation technology application effect on public institution building provides the basis and technical support for the development of building energy saving.
