Study On The Basin Institution From The Perspective Of Sustainable Development

Water resources shortage is a big barrier to our country economic development, traditional technique for relieving the shortage of water resources can’t play a fundamental role, only in a certain degree of water resource shortage eased. Basin water resources limitation and exploitation can’t increases the exploitation of marginal cost easily, relying on the large water conservancy facilities that have been unable to meet the current water resource problem. River Basin water resources development is not sustainable, and human irrational development closely related, but the unreasonable system configuration also led to one of the most important factors in sustainable. Technical factors are under various conditions, so the basin system rational allocations of the basin are sustainable development options.Heihe river is China’s second largest inland river, playing a decisive role in the regional economic development. Zhangye, the largest city in the middle areas of Heihe, fed and developed by the Heihe. However, with the rapid development of social economy, the huge pressure of population growth, the shortage of water resources has seriously restricted the further development of social economy in Zhangye, and the middle and lower reaches of Heihe natural oasis is destroyed serious, water environment pollution, desertification aggravation, ecological deterioration of the environment, water disputes. This thesis is from the system factors, on basin water resources sustainable development research, and from technical factors, economic, resources and other factors analysis of different, the shortage of water resources as the regional ecological economy sustainable development the main factors. In order to catch the basin system research object, this dissertation explore how to get sustainable development system factors, with some relevance for solving the problems of social and economic development in Zhangye region.The thesis adopts normative analysis and case analysis method combining, from the perspective of sustainable development of the basin, the development of formal system and informal system, and from the new institutional economics and welfare economics to analyze from the perspective of sustainable development system of river basin improvement and innovation. The last part of case analysis, through quantitative and qualitative methods to analysis, from the perspective of sustainable development, to the part of Heihe river in Zhangye, at last reach some optimizing measures. From a practical point of view, this study of Zhangye constructing water saving society, the realization of Zhangye’s economic and social sustainable development has a certain referential significance.
