In the background of resources shortage and severe ecological destruction, the number of high energy consumption buildings increases rapidly with the urbanization in China. If this situation can’t be effectively controlled and managed, with improving the requirements to life quality in the future, residents would ask for a better and better construction environment, living environment, construction industry would face more severe challenge than now, or even the steady development of the country would be affected. By analyzing people’s misunderstanding of green building and deficiencies of the current ’Assessment standard for green building (2014)’, then with drawing on domestic and foreign relevant researches, a green building assessment system based on extension evaluation is built, which contain benefit-cost indexes and comprehensive weightings through the combination of subjective method and objective method. It is in order to attract more investors to participate in the construction of green buildings and guide the healthy development of green building market.First of all, through the introduction and comparison of five typical domestic and foreign green building assessment systems, this paper finds the general characteristics of a good green building assessment system:building types of assessment object covers a wide range; quantitative performance indexes are the main indexes; weighting system is set objectively; and mathematical assessment model is comprehensively considered.Then, aiming to eliminate the misconception that it’s difficult to recover the green building investment, on basis of incremental benefit-cost life-cycle theory, benefit-cost indexes appropriately selected are added to the index system of ASGB 2014, in order to optimize and consummate the original index system.At the same time, it is need to avoid the risk, that there may be subjective arbitrariness in subjective weighting and unreasonable results in contrast with the actual ones in objective weighting due to it ignores the human needs. Therefore, ensuring the results in line with national conditions as a premise, by combining AHP and simple correlation function method, this paper proposes a comprehensive weighting method, which balances subjective and objective methods.Furthermore, this paper sets the classical domain and joint domain of the index system, then a green building assessment system based on extension evaluation is constructed, which is based on the basic principle of extension evaluation method and the assessment ideas of ASGB 2014. It aims to let each construction participant improve buildings planning and design, with the green actual level of buildings and the green degree difference of indexes among different buildings in the future by using the new assessment system.Finally, a real public building case that already have been identified as three-star green building is used for this paper’s empirical research. The project is determined to be economically viable through the calculation result of incremental costs-benefit indexes; at the same time, with the use of multilevel extension evaluation model for green building, the obtained result is consistent with the original one. These verify that this paper’s green building assessment system is feasible and of practical significance.
