Urban rapid expansion process has produced a series of environmental pollution problems, such as air pollution, water pollution, soil pollution, people pay more and more attention to this problem, the city development is also facing great pressure, low efficiency, extensive mode of development is gradually abandoned. In this background, in March 2014, "The National New Urbanization Plan (2020-2014)" should be introduced, clearly pointed out that the new period must change the concept of development, the scale of the expansion of urbanization into a new process of quality improvement, focus on urbanization and environmental protection, resource conservation and sustainable development. Comprehensive promotion and application of low impact development and construction mode is an important measure to promote the development of new urbanization, is to protect and support the city's sustained, healthy and rapid development of effective way. Low impact development is a new technology of innovative rainwater comprehensive control based on utilization system, emphasized by scattered and small scale control measures from source rainwater runoff are adequately controlled by "infiltration, storage, use, stagnation, regulating and discharging" method to simulate the natural water cycle process, promote rainwater local retention and infiltration, in order to reduce rainwater runoff generation. LID is to minimize the impact of land development and utilization on the surrounding natural environment by maintaining or reproducing the natural ecological conditions before and after development. In this paper, the research object of Hangzhou future science and technology city as the research object, focus on the development of urban development and construction of low impact on the recovery of the surface hydrological cycle. First of all, the low impact on the development of relevant literature data collection and collation, analysis of the application of low impact on the development of the domestic and foreign related cases, and the use of improved Rational method to calculate the runoff. Also for the analysis of low impact development technology of rainwater effect of eliminating study plots of land for construction is divided into two types of traditional development mode and low impact development model, and further analysis that under the former mode, plots integrated rainfall runoff coefficient will from before the development of 0.4 increased to 0.64, diameter flow volume increased by 60%, if there is more than 250mm rainfall, the water level of the waters in the region as a whole rose rate of more than 3 meters, waterlogging risk increased significantly. On this basis, the paper discusses the measures and management system of the water control and utilization of Hangzhou future science and technology city. Through the development of Hangzhou future science and technology city low impact on the development of practice, for the promotion and application of relevant technology accumulation experience, but also to further enrich the new urbanization in our country, the theory and method of water control and utilization of rainwater control.
