With the rapid economic development of our country in recent years, a higher level of power supply requirement was proposed. As the terminal part of power system, increasing attention has been paid to distribution system. Reliability analysis was adopted to be the basic principle for the final evaluation in distribution system. Whereas, the reliability theory is based on failure rates of equipment derived from the historical statistics, which is somehow hysteresis. So, the health diagnose theory was introduced into power system recently, which is mainly based on real-time performance status of electrical equipment. What's more, the EA tech even proposed a Health Index theory for the equipment in generation and transmission system to guide maintenance and asset management. And then, this paper proposed a new health model in distribution system both on equipment and network level. The primary distribution equipments were divided into four major categories and the key indicators are chosen respectively. Then, those indicators are weighted to obtain the comprehensive evaluation. In particular, a distribution transformer was analyzed as an example to show the detailed modeling and solving process of health index for distribution equipments. There is a large number of power distribution scattered everywhere, which adds much difficulty to make sure the healthy condition of every assets. So the point is focused on the network level health index of distribution system, other than individual equipment. To put ensuring clients continued supplied as the main target, a new Health Index(HI) model of distribution network based on asset' conditions was proposed. The idea of Goal Oriented(GO) method was introduced into the health evaluation of distribution networks by converting the Health Index of distribution equipments into probability forms. And the relatively complex structure was analyzed in network equivalent method. Moreover, typical cases are simulated in four feeders of IEEE RBTS-Bus2 system. The results show that this model is both feasible and accurate.
