With the development of national economy and the continuous improvement of residents’ income, the number of motor vehicles in large cities increases rapidly. Traffic motorization level continual enhancement, however, bring series of urban problems and the climate problem, so many cities have to develop the rail transportation and make it become the strategic focus of the urban traffic development in order to fundamentally releasing traffic congestion, traffic pollution and other issues, but rail transit has the disadvantages such as stop spacing is too long and it is difficult to achieve the goal of the door to door service. On the other hand, China is the country with the most bicycles in the world now. Bike has the characteristics of flexible and simple maintenance, which make it occupy an important position in the short distance travel in Chinese urban residents. Therefore, according to China’s national conditions, give full play to the advantages of rail transit and bicycle respectively, set up reasonable bicycle system, promote the effective connection of the bicycle and rail transit, let the bicycle travel instead of car and motorcycle’trip, make some residents travel mode transfer to bicycles and rail transit transfer system, can help alleviate the increasingly serious urban transport problems to a certain extent, and at the same time improve public transport service scope, increase the rate of the share of public transport, to further promote the rational distribution of urban traffic structure. Moreover, the efficiency of bicycle+rail transportation to a large extent depends on the reasonable design of bicycle parking around rail station. Thus, the comprehensive research of bicycle and rail transfer system has important theoretical value and profound realistic significance in this paper.First of all, this paper has a deep analysis on the characteristics of bicycles and the rail transit on the basis of the research at home and abroad, and full presentation of the necessity of effective connection bicycles and rail transit from the respects of improving travel efficiency and ease traffic pressure and so on. Secondly, it improves and perfects the model of the demand prediction of bicycle transfer orbit transportation through traffic investigation; then this paper uses the spatial analysis method to make qualitative analyze and through constructing the target optimization function with the principle of TOPSIS makes the quantitative analysis to the location of the bicycle parking facility around the railway station Next it introduces the design of bicycle parking, traffic organization and management. At the end of this article, this paper uses improved bicycle transfer demand model to forecast the number of transfer, and it uses TOPSIS method to optimize the bicycle parking facility location, the bicycle parking is also designed to each rail site.
