With the development of social economy and the improvement of people's living standard in Dalian, and the development of “two cities”group-style pattern of the central city, new traffic will generate amonggroups of city. In order to meet the needs of economic development and meet the traffic demand of the rapid growth of car ownership in main city area of Dalian, it has become essentialto construct new channel between the central city and Jinzhou district and development zone.The construction of Dalian Bay Harbour Tunnel will effectively ease the grim traffic situation in Dalian and resolve the existing traffic bottlenecks. However, whether the selection of route design scheme is reasonable or not decides the project cost and the size of the tunnel construction and is directly related to the impact on society, economy, and environment, and the resulting benefit after the completion of construction. Thus, on the basis of a large number of traffic investigations, it's particularly importantto evaluate and compare the tunnel route design schemeobjectively.In this paper, after a review a large number of documents, understand famous harbour tunnel route alternatives process and evaluation methods, and for the specific circumstances of Dalian bay harbour tunnel, analyse socio-economic development of Dalian city and regional transport situation and development trend, conduct field transportation surveys, analyse and arrange data. Then divide the affected areareasonably, and analyze and forecast traffic volume for dividing traffic areaswith four-stage method, including traffic generation forecast, traffic distribution prediction, mode of transport division forecastand road traffic distribution forecast.According to prediction result, design and comparetunnel route programs from across the sea line position, the north shore and the south bank of the landing point three aspects, finally select immersed tube normal one as the projects recommended solution from the technical perspective.Based on the analytic hierarchy process(AHP), evaluate the route plan with fuzzy comprehensive evaluation in the project, consider various factors and select 16 evaluation indexes from the technical evaluation, economic evaluation, environmental assessment, energy-saving evaluation four aspects, make objective and comprehensive evaluation for the selected route plan one. The evaluation results indicate that the route design is feasible, the program can be used as a final course design.
