With the continuous development of economy, the problem of road traffic in our country is becoming more and more important. On the one hand, there are too many traffic jams; on the other hand, it is the increasing traffic accidents. The emergence of related intelligent traffic technologies provides a means to solve these problems. Vehicle-to-vehicle communication(V2V) is an important part of Intelligent Transportation, it has a bright future. Firstly, it can transfer traffic safety information to reduce traffic accidents; Secondly, it can transfer congestion information to reduce traffic jams; Thirdly, it can improve travelers' comfort by propagating information to support entertainment and commercial applications. It can be seen that the potential benefits of V2 V just correspond to the two outstanding traffic problems above. However, V2 V is an emerging information technology. We need verify its effect and understand its laws. So this paper uses a method of theory analysis and experiment to verify the effect of V2 V from the perspective of information network.The field test of V2 V is too expensive, so this paper introduces a method to build the simulation platform of V2 V at first, mainly using PYTHON for secondary development of VISSIM. The potential benefits of V2 V largely rely on information network formed by V2 V, so this paper proposes an information transfer network(ITN) model of V2 V from the perspective of time-varying network, and introduces two methods to evaluate the performance of V2 V information network. One method is based on information network performance metrics, and the other method is based on the traffic efficiency metric of the total travel time. At last, this paper designs an experiment of 4×4 road network, then analyzes the experiment results to summarize the laws based the models and methods above.Main conclusions are as follow: 1. With the increasing of V2 V penetration rate,traffic efficiency and the performance of V2 V information network gradually improve. But the increasement of V2 V penetration rate has a cost, so not V2 V penetration rate the higher the better. When V2 V penetration rate is high, The profit of increasing V2 V penetration rate reduces. 2. If the communication effect is not affected by the communication distance, the greater the communication distance, the greater the effect of V2V.
