With the socio-economic development and motorized travel aggravation, urban traffic congestion has gradually evolved into a common phenomenon, which is seriously affecting residents’travel efficiency and the quality of life, and alleviating traffic congestion becomes a pressing task. Based on real time information of the road network, Intelligent Transportation System providing service to residents has become a powerful measure to ease urban traffic congestion. ATIS is the important component of ITS. And it’s an important means of improving the current traffic problems and satisfying travel demand. Urban traffic information is an important way to solve the problem of traffic congestion in cities and it’s a key element of intelligent traffic management. As drivers searching traffic information over the network, a nationwide traffic information network has been formed. So in order to improve pertinence and effectiveness of the traffic information, it’s necessary to study the characteristics of urban traffic information network and the benefits of the overall environment under traffic information. Personalized information can meet the needs of different drivers for various traffic information o Number agreement but the personalized information only concerned on the interests of the individual driver and failed to take the benefits of overall network into account. So it is necessary to realize the construction of multi-agent negotiation model basing on reconciling optimal distribution of the driver and overall environment. This paper analyzed the spatial distribution of urban traffic information network and implemented a simulation of traffic information, analyzed the optimal state of the environment under the traffic information by combining with the data.First, analytical applications of social network analysis in the field of transport, and analysis the implementation tools of social network on the basis previous research. Based on the urban traffic informatization and information awareness, through the improved radiation model and the network analysis tool Ucinet, this paper analyzed the distribution characteristics of urban traffic information. The results showed that City space traffic information network presented the characteristic of small world and the distribution of city traffic information space radiation had a certain level of resistance. The cities such as Beijing, Shanghai and Guangzhou formed an condensation subgroups to connect the three region of China, then formed a stable connecting channel. The cities of major limitation for structural holes were concentrated on the Midwest, such as Lasa, Wulumuqi, Huhehaote, Changchun, Kunming, Yinchuan et al, information flow had strong dependence on other cities, Beijing, Shanghai and Guangzhouwhich had minimum limitation, information flow had weak dependence on other cities.Second, based on the research, chosed the environment benefits evaluation indicators of ATIS and determining the index weight value. ATIS environment utility models by introducing utility theory. Agents based on their interaction, learning characteristics to achieve the exchange of information between Agents. It’s through the exchange of information decision while taking into account the driver optimal and optimal system, towards the driver’s individual system benefits relatively optimal provides a theoretical approach.Finaly, based on the simulation targets it was set four different simulation scenes. According to the simulations obtained the vehicle motion state data, this paper analyzed the effect of ATIS market share change on mechanism of environmental benefits. The results showed that the traffic information environment benefits of have information consultation was better than no information consultation. The environmental benefit was optimal when the ATIS market share was 30%, the ATIS market share was not irrelevant with the vehicle’saverage running time. ATIS environmental benefit was not increasing with the increasing market share of ATIS, based on the best market share of ATIS, the simulation result showed that traffic radio proportion unchanged compare phone APP and car navigation, mobile APP to increase the proportion accounted for vehicle navigation and reduction of the same average vehicle speed increase. When the phone APP accounted for 65%, car navigation and mobile phone APP happen the same when a small proportion of the change of the average running speed of the vehicle has little effect. Phone APP65%,23% of car navigation, vehicle 12% for an average speed of traffic broadcast largest. Based on the best market share of ATIS, the simulation results showed that trust degree of traffic information had negative correlation with the average elapsed time, while information the ATIS environmental benefit increased with the increase of trust degree of traffic.
