With the development of the city and the improvement of the level of mobility, traffic congestion is becoming more and more frequent happened. On the one hand, traffic congestion reduces the traffic efficiency while increase travel costs; on the other hand, traffic congestion also increased the emissions, which exacerbate environmental pollution and energy consumption. Giving priority to the development of urban public transport andmaking public transport as the main structure of motorized transport have been becomingthe efficient and important means to reduce traffic congestion.Usually the traffic control system is optimized for delay of vehicles, such as Webster signal timing method. However,the vehicle-based strategy of traffic signal considerationis unfair tothe public transport vehicles and passengers. Therefore, in the urban road network, the study of passenger based traffic signal control system has important significance.In this paper,the passenger-based signal control system realizes the passenger delay minimization to implement tranit signal priority in the intersection and the artery. First of all, this paper studies the models based on the minimum average delay strategy of intersection signal timing. The model gives different weightsto social and public transport vehicles, putting the social and public transport vehicles into a unified evaluation system. In consideration of the bus priority at the same time, reduce the interference of social operation of vehicles. And for single intersection, in-depth study of the unsaturated state social vehicle passenger delay time and bus passengers delay time and cycle long, green signal ratio between function and model is extended to the road. Finally, we choose the genetic algorithm to solve the model and utlize MATLAB combined with the VISSIM simulation software in evaluation of effectiveness of the model from theory and practice.The results show that the average delay of the model will be less than the result of the traditional Webster signal timing. On the one hand, with increasing the proportion of imported bus, the benefits of the model in delay per capita index has more high; on the other hand, with the increase of the inlet flow ratio, the difference of the average delay per person between Webster timing model and the model in this paper also will increase.
