Higher and safer operation efficiency is required due to rapid development and growth of civil aviation. Scientific and rational spacial distribution of arrival flow in terminal area makes sense in reducing delay, alleviating traffic congestion and improving operation efficiency. Factors which influence the efficiency of terminal area are analyzed and evaluation indices are put forward based on the existing arrival management method. The next is to conduct in-depth research on features, spatial distribution and air traffic control service of arrival flow.Calculation models are established respectively for terminal area capacity, delay statistics in air and runway utilization ratio according to evaluation index. Secondary sequencing leg is designed in approach airspace which is reconstructed into five diverse structures. Autonomic separation maitainance and interaction conduct among aircrafts are involved in the simulation system and three functional blocks namely capacity statistics block, air delay statistics block and runway utilizing ratio calculating block are designed with simulation software NetLogo.To upgrade efficiency further and study arrival flights scheduling problem, the existing algorithms are described firstly and then the arrival flow is rearranged utilizing advanced ant colony optimization(ACO), delay in air to be shortest as the optimization goal.Finally on the basis of the existing terminal airspace structure of Chongqing terminal area, secondary sequencing leg is designed parrallel to runway 02. Improvement of efficiency is verified through the comparation of simulation results with the original approach procedure and hence terminal area efficiency is effectively improved.
