Scientific and rational management is required to implement because of the rapid development of the aviation industry, the contradiction between the capacity of terminal area and throughput as well as terminal airspace structure and operational characteristics. Strategic arrival management method executes planning for arrival flights in advance, reducing the run time of arrival flights in the terminal area and ATC tactical scheduling, which could effectively alleviate traffic congestion and delays in terminal area. This paper summarizes and analyzes the processing of arrival firstly, then proposes track-oriented strategic arrival management strategy; the next is to conduct in-depth research on establishment of the arrival management systems and arrival flights scheduling, which are two dominating content of arrival management.In this paper, arrival management simulation system is designed with distributed intelligent method based on Agent. Firstly, the requirements of simulation system are analyzed to clarify the overall operation process of the system. Secondly, the research objects involved in system are abstracted to Agent. The structure of each Agent is designed based on its function. Finally the interactions model among Agents involved in the simulation system is constructed with AUML based approach.To study arrival flights scheduling problem, this paper describes the limitations and optimization objectives first. The sequencing mathematical model is built based on time window and the goal of shortest total delay time. To solve this problem, detailed population heuristic algorithm of dynamic arrival flights sequencing step is presented. At last, we use the simulation method to verify the feasibility of the algorithm.Xiamen Gaoqi airport is a case study of the detailed development of simulation system with simulation software Anylogic. Through data testing, the validity of the sequencing algorithm and the rationality of the simulation mode are verified. According to the system developed, we verify that the planning in advance and the delays absorption method building path extension set based on track could effectively improve the operational efficiency of the terminal area.
