Air traffic congestion has been a major factor affecting air transportation, and resulted in flight delays which is not only inconvenience to the passenger when they traveling, but also makes the subsequent formation of a domino effect of flight delays,increasing controller’s workload and operating costs of airlines.Facing with these problems, it draws lessons from previous studies. It studied Traffic distribution technology from three aspects as follows:Firstly, it studied the base work of traffic flow dispatch, mainly about improving the previous common Delaunay triangle division, establishing sector division considering traffic flow and using improved Huffman coding theory to give the sector classification scheme; At capacity assessment, it considered the relationship among controller’s workload, longitudinal separation between two aircrafts and hazardous weather, the relationship was not studied before, and then capacity assessment model was established.Secondly, it studied Traffic distribution technology based on the flexible use of airspace. The first one method is using temporary routes and fixed routes to assign to different flights with introducing the temporary routes operating costs and aircraft type operating costs to calculate the total operating costs. The second method is improvement of the first method. It considered the complex weather conditions that some flight may encounter and it also increased the flexibility of route selection.Those two methods above are used in a genetic algorithm to solve them. The third method is air traffic flow dynamic distribution considering real-time requirement. It assigned flights which were going to enter the route with higher traffic flow to the route with lower traffic flow, making flight routes traffic load balancing and achieve the lowest cost of total flights. Compared with the two previous methods, it doesn’t need to know complex condition before enter the sector and at the same time, it can meet the real-time decision-making needs.Finally, Flight flow distribution simulation program was designed in order tounderstand factors which influence the changes under different time after establishment of the model, it using Qt application framework to achieve cross-platform need, compatibility of different models and some other factors.
