Air traffic congestion has been a huge challenge of the air transport. It produces not only delays caused serious inconvenience to passengers, but also huge losses for airlines and increasing the workload of controllers. The reason is the rapid development of China's civil aviation industry lacks enough available airspace resources. With the further study of flexible use of airspace policy, the available airspace resources and route are expected to be increased.The approach of how to make full use of airspace and how to manage the flight traffic efficient under the flexible use of airspace policy is very necessary.Firstly, on the basis of fully studying the theory of the flexible use of airspace and air traffic flow management, analyzed the affects to the flight traffic management which will be bring by the flexible use of airspace strategies. First proposed the dynamic allocation of flight traffic management for the current status of the airspace and route and proposed the concept of flight flow dynamic adjusting.Then combining the characteristics of flexible use of airspace, decide the weather, the current route congestion and the flight arrangements as influencing factors. And the targets are easing congestion level, reducing flight cost and reducing flight delays. Then propose four methods to adjust flight flow. They are:1. The flight traffic allocation method based on the Dijkstra algorithm.2. A multi-objective programming model of dynamic adjusting flight traffic.3. The dynamic adjusting of flight flow based on the Volterra predator-prey model.4. The dynamic adjusting of flight flow based on the improved Volterra Predator-Prey model.Finally, design appropriate numerical examples according to these models and algorithms. Then analyze them. And the results show that these models and algorithms perform well in the flexible use of airspace under the strategy of multi-route air traffic flow dynamic allocation.
