Air traffic control is an important sector to ensure the safety of civil aviation system. As a core part of safety management, risk management is introduced into the control system which can help to improve the security of the system. Risk management mainly includes three parts: risk identification, risk assessment and risk control. Firstly, risk source of the system is identified by using the suitable method;Secondly, the risk assessment system is established based on risk identification, and the risk of the system is calculated accurately; Finally, appropriate control strategy in the system are drafted to reduce the risk. The risk management of control system is studied from these three aspects in this paper. Its purpose is to reduce the operating risk of control system by implementing scientific methods.Firstly, the thought of process methods is introduced to construct the risk source collection of control system. Risk identification model is established by Gray relational analysis and maximizing deviation method. In the example, the risk of control process of airport is analyzed.Secondly, risk assessment index system is established based on risk identification.Risk assessment model is established by interval analytic hierarchy process(IAHP)and Gray comprehensive evaluation method. In the example, the risk of control system is assessed.Finally, according to the results of risk identification and risk assessment, the control strategy has been proposed from the perspective of process methods. The risk source is ensured by the improved IPA analysis method. The control methods are laid down, and the optimization model of the selection to the control methods is proposed.This paper uses the thought of process methods to establish the potential risk source collection. The comprehensiveness of the collection is ensured. The uncertainty of the calculation process is considered. The quantitative requirements are implemented in the calculation process and results. In the example, the feasibility and effectiveness of the model is verified.
