Multi-crew Pilot License(MPL) is a type of license specially designed for transport airline's co-pilot.However, as a newly introduced training, the curriculum of MPL in our country is still in the initial exploration stage, it needs to be improved urgently. MPL training covers nine capacity units, there are eight units require to fully consider the capacity of threat and error management(TEM), which can witness the importance of TEM. Therefore, it is particularly important to do research on the core competency unit's indicator determination and analysis the indicators' key point and difficulties.On the basis of TEM indicators determined in the PANS-TRG file and content, characteristic involved in MPL's different training stage, the TEM indicator system is established by the method of Delphi, which not only faces MPL's four-stage training but fits CCAR141 flight school's actual situation of our country.The network structure of threat and error management is established, which considered the non-independent network hierarchy exists among the index system. And each indicator's weight is calculated through analytic network process by using Super Decisions software. The secondary indicators' weight order of the TEM in MPL's first stage show as follows: environment threat, organizational threat;aircraft operational error, communication error, procedural error; aircraft operational, ground navigation,incorrect aircraft configurations. Corresponding to its three-level indicators, aircraft threat, checklist error,and incorrect aircraft operational configuration account for greater weight; airport threat, artificial flight/flight operational error, visual high/la gone with the wind/heavy landing/deviating from the center line of the landing account for smaller weight. Each level's indicators of TEM for the other three stages in MPL are also different. Combining the weight resulted, the three-level indicators of TEM in MPL training's different stages are graded one by one through the method of fuzzy comprehensive evaluation in accordance with the set divided by comment: hard, medium and easy. Finally, the TEM model of MPL training is constructed according to the classification result.
