Recently, the training of Multi-crew Pilot Licence(MPL) has been widely promoted and applied on a global scale, with the advantage of short training cycle, low cost and highly targeted. Thus, the competency-assessment for flying student can be a directly consideration of the MPL training quality, which can estimate students have the corresponding competency.Therefore, the research of competency-assessment becomes one of the most important content of MPL training study.The relationship among competency, competency unit and competency element in the MPL training has been analyzed, based on large of MPL training materials. Through the theory of multi-indicator comprehensive assessment method and sequence-connection analysis method, the application of method based on sequence-connection and comprehensive assessment has been researched. Nine core competences are determined to be first grade indicators, according to the guidance material and best practices for MPL implementation,which is issued by International Air Transport Association(IATA). The competency unit and the competency element from the document of Procedures for Air Navigation Services-Training(PANS-TRG) issued by ICAO, are signed to be the second and third grade indicators, respectively. And the assessment matrix of flying students in the training class is established. And the correspondence relation among the nine core competences, competency element and competency unit in the competency assessment matrix are determined using expert investigation method, to preliminary construct the indicator system of nine core competences. Then each indicator in the indicator system of core competency is optimized,and finally constructs an indicator system of nine core competences. Finally, the competency-assessment mode on Flying Training Device(FTD) session-training in the primary stage of MPL training has been established based on the matrix. And through the optimization by the method based on sequence-connection analysis and comprehensive assessment, the competency-assessment mode has been finally established.The results show that the established competency-assessment model in primary stage training can reasonably evaluate the competency of flying students, and judge whether the student obtain corresponding competency after training. This has certain practice competency.The results of this study not only can provide theoretical basis and technical guidance for competency assessment for flying students in MPL training, but also can improve the MPL training course according to the feedback information of the assessment results.
