Research On The Allocation Of Welfare Public Service Facilities In The Countryside Of Ningxia Pengyang In The Pers Pective Of The Equalization

The Long-standing city and countryside dual structure in our country has made significant differences between the development of urban and rural areas, and the Urban and rural public service gap is the main reason for the apparent gap between urban and rural areas.In order to gradually narrow the differences between urban and rural areas and speed up the development of rural areas, our state proposed the strategies of balancing urban and rural development, the equalization of basic public services between urban and rural areas in recent years. Urban and rural public service equalization is the important part and the starting point of the equalization of public services. The public service facilities in rural areas is an important carrier of public services, its development and construction is an important part to the promotion of the development of urban and rural public service equalization, an important mean of balancing urban and rural development, the important section of building a new socialist countryside. But the current situation of the basic public service facilities is fall behind on the whole. With the rapid pace of the speed of economic growth and improvement of the living standards of rural residents, the supply-demand contradiction of rural public service facilities will become increasingly prominent.China face the rapid urbanization development stage at present, the population of which ongoing large-scale reconstruction in the spatial layer. In rural areas due to the existence of economy created by migrant peasants, there is a big difference between resident population and household population. The rural resident is the main consuming body group of rural public service facilities, the migration Trends of whom has a major impact on the allocation of public service facilities. The equalization of public services in rural areas need further study on this development backgroud.From time immemorial, great attention has been given to the city than to the countryside, relevant standards and planning of rural public service facilities is fewer either in the quantitative or in the research depth while compare with the city, which cannot guide the configuration equalization of public services in rural areas effectively. It is necessary to investigate the current situation of the equalization of public services in rural areas deeply to understand the development characteristics and trends of it.This paper makes the rural public service facilities in the southern mountains of Ningxia Peng Yang as the research object, combined with the pre-judgement to the demographic change in rural areas, makes a research on the configuration equalization of public service facilities in rural areas after understanding present situation of rural public services and the degree of satisfaction and needs of rural residents to the public service facilities. The first part is the introduction section, which describes the research background, meaning, purpose and research methods of the study.The second part introduces related concepts and literature review and relevant theory home and abroad. The third part mainly studies the present situation of all types of rural public services in Ningxia Peng Yang and summarized the development features of it at the sometime.The fourth part discusses the application effect of various facilities in rural areas,which uses the analysis of the questionnaires’ statistical outcomes to analyze the application effect of various facilities, and proposed the allocation idea of the equalization of public service facilities combined with the application effect of various facilities.The fifth part determined the general idea of the equalization of public service facilities in rural areas, which first analyzes the causes of unequal situation of the facilitise, then determined the general idea of the equalization of public service facilities in rural areas combined with the pre-judgment of the demographic change. The sixth part makes a specific research on the equalization of public service facilities in Peng Yang. Use Arc GIS as the analysis tool to make an evaluation on the village development potential and determined the different potential grades of villages, after which make out main point and content of the facilities of different potential grades of villages. The seventh part of the paper makes some recommendations on the configuration equalization of public service facilities in Pengyang combined with the research results of the subject of Geography Science, Administrative Science, Economics and so on. The last part of the paper is the conclusion part, which gives out the conclusions and issues that need to study furtherly.
