Research On Equalization Of Public Service Facilities Allocation Of New Residences In Bashan, Sichuan

Since the "13th five-year plan",China’s vast rural areas have witnessed rapid economic development,and rural living standards have also been greatly improved.Rural residents’ demands for material life and spiritual and cultural life are also increasing day by day.However,the rapid development of the economy has not effectively solved the problem that the urban-rural dual structure has been unbalanced and inadequate for a long time,such as the different governance systems between urban and rural areas,the market system of urban and rural segmentation,and the uneven basic public service facilities between urban and rural areas.Among many problems,the uneven allocation of rural public service facilities restricts the development of rural spiritual and cultural life to a great extent.Therefore,how to construct the "equalization" of rural public service facilities has become one of the topics that should be paid sufficient attention to in the current rural development and construction.First of all,based on the related research results at home and abroad in recent years,respectively from the countryside basic public service facilities,practice,the purpose of the target orientation and demand level,etc to carry on the literature review and summary: related research abroad,this paper from construction practice,the configuration requirements,construction purpose and so on were summarized.In terms of domestic studies,although some theoretical studies have been formed on the allocation of public service facilities in rural areas from the perspective of equalization,there is still no mature theoretical system.Second to Bazhong,Sichuan province Bazhou area in rural areas of Bashan residence as the research object,from basic education facilities,medical and health facilities and cultural and sports facilities in the configuration of the three aspects such as field investigation,collection and evaluation by means of questionnaire survey in the study of basic public service facilities in the area of service ability,and on this basis,respectively,from the age level and regional level analysis of the demand for basic public service facilities,and overall cognition and the control of Bashan new rural public service equalization phenomenon and main problems of the supply.Then,through interviews and sorting out questionnaires,the paper studies villagers’ differentiated demands for public service facilities.The results show that villagers are more inclined to live and use public service facilities.In addition,the paper makes a comparative analysis of service capability and service demand,so as to realize the existing problems and causes in the allocation of public service facilities in Bashan new residence.Again,in this paper,based on the present situation,problems and needs scientific division of countryside life circle,and puts forward the equal public service facilities allocation strategy of Bashan new home in the standardization of differentiation of rural public service facilities and configuration,on the basis of building "the main node-primary-secondary nodes-added node" four levels of public service facilities network system,and on the basic education,health care facilities,cultural and sports facilities as well as the configuration of the three aspects put forward specific proposals,recommendations and implementation strategy.Finally,the author selected a township in Bazhou district as the empirical analysis area,defined the life circle and optimized the basic education facilities in this area,to reflect the proposed allocation strategy through empirical analysis.
