With the development of social economy, the sharp increasing amount of vehicles and serious overloading in heavy traffic, the early completed highway face a severe challenge. Because of the low standard of early design and insufficient forecast of traffic demand, Jinan-Qingdao highway and other projects which was early built by Shandong Province based on the semi-rigid base asphalt pavement design belief that "Strong Foundation and Thin face", is difficult to meet current traffic needs and impose an urgent need for transformation. Therefore, it is necessary and high time to strengthen the study of highway pavement reconstruction program.This paper investigated, tested and evaluated the Jiqing highway pavement condition in the context of Jinan-Qingdao highway extension program, providing a sufficient basis for the subsequent rehabilitation study. This stugy proposed rational use of the program of road expansion project in order to provide relevant experience on renovation and expansion project, and carry out a scientific and rational design for the particular spicing road. The current results can guide the implement of Jiqing highway pavement reconstruction project, and can be referenced to other expansion project in Shandong Province.
