The Research On Flexible Use Of Airspace Policy System

This thesis introduces the EUROCONTROL Concept of the FUA (Flexible Use of Airspace) and its implementations in ECAC States. The implementation of the Concept of the FUA has already benefited both civil and military aviation. By investigating the situation of the current domestic airspace management, the author expatiates the problems exist in our airspace design and management, civil military coordination, and many other aspects, and summarize flexible airspace structures and procedures which adapts to the domestic situation.Based on the FUA Concept and the current domestic situation, FUA policy system is designed and developed to respond airspace requirements of both civil and military in ASM level 2 and level 3. Base on airspace situation analysis and simulation, allocate/re-allocate airspace for users. Finally, the primary function of FUA policy system is developed and realized.
