In recent years, the increase of the quantity of the vehicles and the prominent contradiction between the urban roads and the limited road network supply are all caused by people’s increasing demand for the traffic, which may also lead to a series of chain reactions, such as the increase of the energy consum ption and the decline of the environmental benefits. The breakthrough of the mobile communication technology and different kinds of the APP make the appearance of the trend of “internet+traffic”. This new model can meet people’s demand for public transportation and also provide an opportunity to improve the traffic and environmental problems. The mobile terminal traffic information service may not only influence the traveler ’s behavior but also the traffic and environmental benefits of the whole patterns of the roads.The study object in this paper contains passenger cars, which hold the highest proportion of vehicle type. This paper aims to establish the ordinal logit model and analyze the influence of mobile terminal traffic information on the driver’s route choice on the basis of the data from the collected SP questionnaires. By using the data coupling of the Vissim and the Moves micro simulation software, this paper intends to establish the system model of the traffic simulation model and the exhaust mod el. The area road network in the Nanshan Sci-tech Park of Shenzhen is chosen as the case study. According to the vehicle exhaust estimate and the driver’s decision of the route under the influence of the instant feedback from the mobile terminal, the multi-scale evaluation framework of the system is constructed, the traffic and environmental benefits used to evaluate and quantify the road network and traffic congestion can be analyzed.This paper makes an analysis of the influence of the mobile terminal of traffic information service on the driver ’s behavior and proposes the evaluative method of combing the traffic simulation model and emission model. The study finds out that the mobile terminal of the traffic information service has diverse and complicated influence on the traffic and environmental benefits. It is beneficial for the improvement of the traffic jam, environmental quality and the urban traffic development through the utilization of the mobile terminal of the traffic information.
