Application Of Entire Life-cycle Cost Management In Railway Transportation Project On Value Management

The construction of urban railway transportation project is a huge system engineering and also a part of the large infrastructure in our country. The construction of urban railway transportation project not only depend a city's honors, but also the country's development condition and the symbols of a country's prosperity. Among the characteristics of the urban railway transportation project, such as long construction period, huge investment, high professional, high technical requirements and so on, especially the high construction cost limits the development of urban railway transportation projects.With the development of economy and increasingly complex of the construction project, it is not enough to control project's construction cost, should think of the construction project's whole life cycle from a wider angle and train of thought. Value Management is a theoretical system and method, it can guarantee the project's function, reduce investment, guarantee revenue. Value management has been widely used in foreign countries and has a good development, using value management theory and method to control the cost in construction projects in our country, is the new requirement of engineering cost management, meeting the new trend of the development of the current construction projects in our country.Based on the urban railway transportation project's characteristics, applying the theories and methods of value management to analyze urban railway transportation project at various stages in whole life cycle, determine the value objectives, select the function of urban railway transportation project, carrying on the analysis and evaluation, scheme optimization in various stages, tries to use the lowest total life cycle cost to satisfy the project's function, and control the cost of urban railway transportation project.Using a case to analyze the application of value management in the design phase of urban railway transportation in the final chapter in this paper.
