In order to improve China's aviation safety level, China's civil aviation began to study flight operational quality assessment(FOQA) technology since 1993. As one of the most important hardware support to FOQA, modern aircrafts that registered in China have all installed s second flight data recorder system as known as Quick Access Recorder(QAR)system, besides of the crash protected Flight Data Recorder(FDR).Compared to FDR, QAR data is easier to access and has higher sample rate. The airline can set the recorded flight parameters all by themselves. Nonetheless, every coin has two sides. The lager storage ability of QAR make, the more difficult to data analysis. In order to deeply dig the information of the QAR data, the author has collected and systemized the real QAR data from the aircraft fleet of an airline and do some research on the statistical data. By choosing the QAR exceedance event as evaluation index, the weight of each index can be determined using white function and maximizing deviations method. Then, the method was applied to obtain the evaluation results. Finally, the real QAR data of a certain airline was used to verify the model. It chose the 5 most frequently occurred QAR exceedance events as the index and the frequency of the exceedance events as evaluation object and divided the airline's operation of last year into 4 level as “great” ” good” ”ordinary” and ”bad”.It shows that the evaluation results are correspond to the practical situation. The evaluation model in this research break the traditional safety evaluation which usually considered the factors of people, machine, environment and management as the evaluation index. Besides, it can be more flexible on choosing index based on the need of the airline. The results of the evaluation are more objective than before and could be used as a technic support in the safety evaluation of airline.
