For the development of green buildings,there is a widespread domestic emphasis on construction and neglect of operations.As of the end of December 2017,the domestic green building labeling project has a total of 10,927,with a total construction area exceeding 1 billion square meters.There are many projects to obtain green building logo,but the number of operation logo is very small,accounting for only about 5% of the total number of projects to obtain the logo.This obvious difference in the distribution of the logo shows that the green building has not been effectively operated after being put into use.In the actual investigation,it is also found that the evaluation methods for the actual effect of green building in operation and use stage are not yet fully established.More attention is paid to the application of new green technology in the design and construction of green building,ignoring the consumption of resources and energy in operation and use stage and users' feelings.Therefore,the establishment of a scientific and effective evaluation system for the operation effect of green buildings is of great significance to the sustainable development of green buildings in China.The purpose of this thesis is to propose a comprehensive evaluation system that systematically reflects the operational effects of green buildings to detect the actual operational effects of green buildings and apply them to actual green building projects.The article first introduces the connotation and characteristics of green buildings,expounds the relevant standards of foreign green building evaluation system and the enlightenment to China's evaluation system,analyzes the main problems of China's green building in the operational stage,and puts forward research ideas and framework.On this basis,according to the principle of evaluation index construction in this paper,the two aspects are considered comprehensively: on the one hand,the selected indicators should reflect the “energy saving,land saving,water saving,material saving and environmental protection”of the green building in the operation stage.And the selected indicators play an important role in saving resources and energy and protecting the environment;on the other hand,the selected indicators should reflect the people-oriented thinking and fully consider the user's feelings.After clarifying these two aspects,this thesis refers to the domestic and foreign green building standards and norms,mainly based on the 2014 edition of the "GreenBuilding Evaluation Standards",and read the relevant literature,adjust the evaluation index timely according to the operation of the building,pay more attention to the comprehensive impact of the green building in the operation stage,increase the user's perspective,and include the factors of users and the surrounding environment.Considering the constraints of the surrounding environment,the evaluation system of green building operation effect is established,which includes 5 first-level indicators and 30 second-level indicators.The combined weighting method of analytic hierarchy process and entropy weight method is used to determine the comprehensive weights,and the fuzzy grey clustering model is used to evaluate the operation effect of green buildings comprehensively.Taking the passive housing technology center of Sino-German Eco-Park as an example,the model calculation shows that the building meets the "three-star" standard,which is consistent with the actual situation,and verifies the rationality and feasibility of the system.
