Aircraft maintenance is an important part of the aviation safety system. However, unsafe acts caused by the crew increased year by year, with the rapid growth of the amount of air traffic and flights in the past ten years. Some unsafe acts caused symptoms of serious accidents and even accidents, resulting in serious economic losses. However, the current management and intervention for unsafe acts rely mainly on work experience, can't reach the goal for reducing unsafe acts, because the unsafe acts are affected by many aspects.In order to make intervention strategies which are more effective to reduce the unsafe acts,this paper analyzes the formation mechanism and influencing factors and interventions of unsafe behavior, develops intervention models for unsafe behavior of the crew,from crew disturbed behavior intention based on the theory of planned behavior. The model of interventions for unsafe acts of the crew is analysed in-depth form view of the system dynamics. Based vensim software, we develop the causal diagram and flow diagram of unsafe acts of the crew. This model describe that the formation of unsafe acts of the crew experienced 4 stages, including risk perception, behavior-attitude, behavior-intention,behavior and behavioral outcomes, and the relationship between system elements.We took the system dynamics simulation using the model in S-company case, confirmed the validity of the model established by the trend of curve. And then taking leadership recognition and encouragement, reasonable assignments, business competency training and assessment, safety education and training, the security special investment for work-environment, security commitments and penalties for policy adjustment variables, we set up three kinds of strategies situation for each variable, and the response of unsafe acts of the crew was analysed with Simulation under different situations.. The system dynamics model provides a policy simulation laboratory for managers to analysis the impacts of intervention measures on unsafe acts qualitatively and quantitatively.
