Controlling the life cycle cost is considered as a key link during the civil aircraft design process. And the operators treat reducing the maintenance cost as an important goal. Level of Repair Analysis(LORA) is an analysis performed to assist in the establishment of an optimized maintenance solution based on a support philosophy harmonized with the customer,including the determination of where defective items are removed, replaced, repaired or discard. The existing LORA models had failed to synthetically consider the factors that influence the repair level of civil aircraft. The results were hard to be convinced of and the methods were not scientific or practical enough due to that the related data were hard to collect and of low accuracy. In view of the above-mentioned facts, it's of profound significance to carry out the study on the model of repair level analysis for civil aircraft.The problem of repair level analysis for civil aircraft is studied in this paper. The Analytical Hierarchy Process and Set Pair Analysis are combined to develop a comprehensive evaluation model of LORA for civil aircraft, considering technical factors, economic factors and commercial factors synthetically, to implement the economical LORA. Consequently,maintenance alternatives are evaluated based on the SPA process in order to determine the optimum maintenance level. What's more, a mathematical optimization model for civil aircraft is presented, with the goal of minimizing the maintenance costs, to identify the optimum repair decisions. A Genetic-Tabu search hybrid algorithm is presented to solve the proposed optimization model, thus succeeding in handling the relationship between the model and the algorithm. Finally, the proposed model and the related algorithm are proved to be effective and reasonable through a case study. What's been studied in this paper results in an improvement of LORA theory for civil aircraft, making the LORA process easy to perform.And it's of profound significance in increasing the economic efficiency of airlines, influencing the aircraft design as well as in supporting the maintenance planning.
