The process of aircraft arrival and departure is an important part of realizing the safe operation of the aircraft, but also an important topic in air traffic control intelligent simulation, and before this kind of problem is usually studied using integer programming or evolutionary algorithms, but it is not consistent with the actual operation of civil aviation,multi-agent modeling technology and MA-BDI negotiation model are used to carry out the theoretical analysis and modeling and simulation study on the question.Firstly, this paper analyzes the process of aircraft arrival and departure in terminal area, points out the problems of slot allocation existed in departure time and the process of arrival sorting, through the modeling technology of BDI Agent and the combination of the actual situation of current control work in our country, builts the overall framework and interactive models during the process of aircraft arrival and deprture, establishes the MA-BDI negotiation model,which is aimed to solve the slot reallocation problems in the ground holding strategies; and a BDI negotiation model based on sliding window is designed to solve sequencing and scheduling problems when arrival., in order to verify the reasonableness of the model, the simulation experiment system of aircraft arrival and departure is designed and developed, and simulation experiment are carried out on the system, realizing the dynamic simulation about the process of aircraft arrival sorting,playing a guiding role in intelligent operation of the process of aircraft arrival and departure.
