According with the air space flow increasing, the workload of air traffic controller is arising, and has become one of the most important factors which restrict the sector capacity. So to evaluate the controller's workload and analysis the factors affected on it have become a serious topic.The evaluation of controller workload and sector capacity based on air traffic complexity had been deeply analyzed from the aspects of theory and practice. The development of air transportation in China was firstly introduced, then the current situation of study on workload, air traffic complexity and capacity evaluation were discussed. After that, the classification of controller's workload was discussed and the specific method of evaluating the workload of ATCs was implemented. Then the definition of air traffic complexity was introduced, and the sectors were classified based on complexity by using k-means algorithm, and a model of evaluation of workload and capacity based on air traffic complexity were establishedThe feasibility and restricts of the model were analyzed by examples. The workload evaluation system and capacity evaluation system are introduced and used to evaluate workload and sector capacity. Finally, the further work on the research of workload of air traffic controllers and capacity evaluation are pointed out.
