With the development of railway passenger transportation in China,the amount of passenger traffic is gradually increasing every year,and passenger demand is gradually diversified.In order to cater to the various demands of passengers on railway transportation,China's railways have also introduced high-speed trains,EMUs,intercity railways,none-stop trains,express trains,fast trains and other trains with different speeds,which contributes to increasing traffic density and competitiveness of railways in the context of transportation marketization.Guaranteeing the necessary passing capacity is a key factor in meeting passenger transportation needs,the method of which is achieved by effective station planning and reasonable equipment utilization.The station plan includes the daily plan,the class plan,and the stage plan.The use of the arrival and departure line is an important part of the stage plan.It is related to the ability to continuously train the trains,facilitate the waiting of passengers,check tickets,and exit the station.The use of the arrival and departure line includes two parts : specific track utilization and the time taken to utilize the track.the beginning occupancy time,which is the actual arrival time of the train,is usually influenced with drivers' mental and physical condition,devices' condition and weather condition.Besides,when the line and weather condition turn terrible or disaster shows,the arrival and departure utilization plan needs adjusting in well consideration of trains' arrival time fluctuation.Aim at this,the following contents are researched:Firstly,the analysis of relevant contents and operating time standards from the passenger terminal to the launch line was carried out.The relevant contents included the number of train diagrams,throat loops,and arrival and departure routes.Secondly,the definition of the train arrival time fluctuation is defined as the difference between the actual arrival time and the planned arrival time.Then,the distribution function of train arrival time fluctuation is calculated by mathematical statistics.The common concentrated distribution is mentioned in this paper.The calculation steps of normal distribution are given with emphasis.Other distributions can be calculated by similar methods.Then the distribution test and interval estimation were performed to obtain the range of train arrival time fluctuations.The estimation of the fluctuation range of train arrival time under normal distribution is obtained.Thirdly,in order to balance the use of equipment,a model to the launch line was established.The uncertainty of the time parameters was analyzed,and the constraint conditions of the train arrival time were introduced to obtain an opportunity-constrained optimization model for the arrival and departure line under the condition of the train arrival time.Finally,according to the characteristics of the chance constrained model under the condition of train arrival time fluctuation,the genetic algorithm is used to solve the problem.The basic steps of the solution are given.The optimal solution,the order of the trains occupying the tracks,is obtained by using the matlab genetic algorithm toolbox.Distributional assumptions and interval estimation are utilized to obtain fluctuation of train arrival time to make it more accurate.Putting the time estimation in arrival and departure line utilization model can deal with problems,including that because of shortage of train arrival and departure buffer time and train arrival and departure interval on one track,the station attendant frequently and flexibly arranges the track,when there are many arrival and departure trains and shunting to finish.
