The safe and stable operation of power plant, power-supply and power distribution system not only plays an important role in production of the company, but also directly affects the economic benefits of the thermal power plant. Nowadays there are two kinds of monitoring modes exist in thermal power plant of Shandong Alluminium Corporation, one is the traditional connection mode based on hard-wired connection, the corresponding automation level and informationization level are low, and the failure rate is high; another mode is the DCS control mode, which results decentralized control and inconvenience monitoring, these two methods are not favorable to monitoring, which makes them not suitable for production development need. Therefore the electrical control system of thermal power plant needs to be improved, a centralized, advanced with high automation and information level electric remote monitoring system is needed. The thermal power plant of Shandong Alluminium Corporation is urgent need technical transformation in accordance with the requirements of State Grid Q/GDW 383-2009 “Technical guides for Intellectual Substation” to updating hardware and software of electrical control system.This paper combines real operation situation of electrical control system(ECS) in Shandong Aluminum Corporation, analyzes the existing problems during operation and proposes to use computer technology, information technology and microcomputer relay protection technology to implement design improvement and technology transformation of Electrical control system(ECS) in Shandong Aluminum Corporation. Using IEC61850 standard, the primary systemic equipment and secondary systemic equipment can be divided into three layers according to its function, i.e. process level, bay level and station level. Through updating, the design concept of electrical control system integrates protection, control and measurement is implemented, electrical secondary system wiring get simplified, failure rate is reduced, and the operation and management level is enhanced. In the course of implementation, secondary development of software system is accomplished, which realizes microcomputer relay protection, equipment remote controlling, on-line monitoring of voltage and power factor. Automatic recording of running parameters, automatic alarming of electrical equipment exception and accident, automatic report of operation records and measurement data can be realized; meanwhile computerized “Five-protection” is also possessed, the corresponding wiring is simple and the operation is reliable.After nearly six months of actual production operation, the production efficiency and operation management level of Shandong Aluminum Corporation has been greatly improved. Voltage is automatic controlled between 95% and 105%, power factor is automatic controlled between 0.85 and 0.92.
