With the increasing air traffic flow, the accelerating complexity of the layout of airport surface, the contradiction between demand and supply is increasingly outstanding. More pressing needs on new concepts, algorithms, technologys and rules of air traffic management are put forward baesd on the actual developmnt situation of air traffic system. However, before the adjustment of airport elements such as airport structure or the runway operation mode and so on, and the implementation of the new technology and new concept, there should be evaluations, in order to test the effectiveness, at the same time find and avoid potential unsafe factors. Air traffic system is a complex hybrid system, using computer to run the air traffic simulation as an important means of research. Under the background that the prices of simulation systems abroad is high, the domestic ones is inadequate, and the traditional ones is difficult to simulate multi-object interaction, combining with the knowledge of multi-agent system, developed the simulation system of airport airside control operation based on MAS, to realize risk assessment and control of runway incursions and taxiing conflicts.In this paper, mechanism models of each agent in airside operation are built based on the research on Agent theory. A detailed design on the internal structures and behavior models of agents as well as their network communication are completed,included the aircraft Agent, tower controllers Agent, airport controllers Agent and ATMS Agent. And in view of each simulation stage aircraft agent trajectory generation model is proposed based on BADA and kinematics equation. Then, based on the the summary of operation specifications of airport surface coupled with control implementation process, the principle of PETRI net(PN) is introduced to model controller agents' behaviors. Moreover, the further research and analysis on the problems of runway monitoring and conflict detection and resolution are carried out, where constraint model is established according to the operation rules firstly, then PN controller is designed for constraint model which finally converted to the corresponding control command to realize the runway operation monitoring and avoid conflicts.Aim at developing the simulation system of airport airside control operation with MAS,first,the demand analysis and the framework design are completed based on Hierarchical Development Architecture.Second, Java programming is conducted based on Java Agent Development Framework to develop the simulation system.Finally, based on the actual flight data in pudong airport, the tests have been carried out to verify the simulation system with multi-control scenario. Test results show that the agents could conduct real time network communication interaction, and multi-aircraft arrive, depart and taxi under the command of the controller agents according to flight plan, free from conflict.
