Due to the particularity of aircraft maintenance work, aero maintenance personnel are charged with major responsibility for aviation safety. Therefore whether they are qualified for the professional requirements is especially important. Research on RCD model gradually by the attention, abroad has been used in military, education and other fields, but domestic study on the RCD model started quite lately and was applied in educational field only. In this paper,an aero maintenance personnel competency model is established based on RCD capability theory in order to find effective tools of aviation crew training and management.In this study, by ways of literature review, interviews and questionnaires, etc., and by incorporating qualitative research and quantitative research together, the aero maintenance personnel RCD competency model is investigated and established according to IEEE standards.The study includes two parts:(1) The establishment and validation analysis of the aero maintenance personnel RCD competency model. After preparing the aero maintenance personnel competency dictionary and conducting questionnaire surveys about aero maintenance personnel competency, aero maintenance personnel RCD competency elements are obtained through factor analysis of the data. Then the aero maintenance personnel RCD competency model is established and then verified.(2) The application research of the aero maintenance personnel RCD competency model.Based on the aero maintenance personnel RCD competency model established in this study,the application of this RCD competency model in human resource management and knowledge management is investigated and then, accordingly, several suggestions are provided for the training, evaluation and knowledge management based on RCD competency model.The results of this study have significant implications for the aero maintenance personnel individuals and the human resource management practices of aero maintenance personnel.
