After half a century of hard working of several generations, the China aerospace people have struggled to create brilliant achievements. They form, develop and inherit the aerospace spirit, and build a space talent team of “special ability to endure hardship, to fight, to research, and to dedicate to ”.As the years change, the structure of the space talent team is also changing. Today, the team is full of youthful spirit, and young people under the age of 35 has reached more than half. Among them, one part of talents have embarked on important positions at all levels and play a very important role; but most of the young people are at the various stages of growth. Comparing with the requirements of position competence and career development, their ability have different degree of gap.China has put forward the strategic target changing from big spaceflight country to aerospace power. Aerospace equipment manufacturing is one of the important pillar industries of our country's future, and it is also an important boost power to achieve the China Dream. While researching on the strategic development targets and planning the industrial development, the Aerospace Science and Technology Group Corporation has also carried out the thorough analysis and research on the human resource strategic, proposed a series of measures to strengthen the talent team 's construction, especially on how to improve the whole talent team's competence.This subject put the research as example on how to strengthen the ability construction of aerospace talent team, and how to carry out the competency upgrade model of the chief designer of the Ninth Research Institute of Aerospace Science and Technology Group. Through putting the chief designer team as a key pilot job, building the model, researching and exploring the chief designer team upgrade mode, putting forward the countermeasures to improve curriculum system, strengthening the pertinence and effectiveness of train ing, all of these will provide qualified personnel and guarantee the development and achieving the target of the aerospace industry. This research results will have reference significance to the construction of the aerospace personnel of other units.Topic will be carried out by the method of questionnaire, expert interviewing and behavior event interviewing to construct the chief designer competency model. Based on the chief designer model, analyzing the current capacity of the standard level condition, fi nding out the existing gap, exploring how to make better training and development of the designer team 's overall ability, all of these will reach better qualified position requirements and achieve the competency target. At the meantime, the model optimization chief designer training course system can also be used as an important reference for the chief designer's selection, assessment and incentive.
