Research On The Assessment Method Of SoS Capability Based On C~4ISR System

The SoS capability of C~4ISR system is a kind of ability that C~4ISR system synthesizes each system and the relation of systems to complete a set of tasks and achieve the evaluated goal. As the important indicators of C~4ISR system construction level, research on the assessment method of SoS capability based C~4ISR system, is one of the important object in the field of military research. At present, research on the SoS capability assessment is almost based on the Weapons Mix. There is few research of SoS capability assessment focused on C~4ISR system. At the same time, the present SoS capability assessment method ignores the dynamic change of capability in its life cycle and the influence on capability assessment brought by this change.In order to settle these problems, this paper makes research on the SoS capability assessment method based C~4ISR system. On the basis of building SoS capability assessment framework, this paper builds time evolvement model of SoS capability,puts forward the capability assessment method and difference analysis method, and calculates the average requirement satisfaction of SoS capability in the system life cycle. Main work and innovation in this paper includes:(1) Presented a framework of SoS capability assessment based on C~4ISR systemTo solve the problem that present assessment framework cannot be applied on SoS capability assessment based C~4ISR system, on the basis of the related basic concepts are defined, this paper analyzes the basic methods and process steps of SoS capability assessment.(2) Built time evolvement model of SoS capabilityFrom capability requirement analysis based on task, modeling method of each monomial SoS capability were studied. Through analysis and model building of monomial system capability which changes over time, we can get the system collocated solution and make research on the method of choosing the optimal solution. Based on the scheme and the change trend of each monomial system capability, the SoS capability model over time can be built.(3) Proposed the SoS capability assessment method and capability difference analysis methodThe main idea of SoS capability assessment method is that integrating the requirement satisfaction of each monomial SoS capability with the weight which is the contribution of Monomial SoS capability, and then getting the requirement satisfaction of SoS comprehensive capability. According to the requirement satisfaction, this paper puts forward a capability difference analysis method, in order to make sure the improved target of the assessed C~4ISR system.(4) Proposed the measuring method of average requirement satisfaction of SoS capability in the system life cycleAccording to the time evolvement model and the requirement satisfaction of SoS capability, this paper analyzes the change process of requirement satisfaction in the system life cycle, and proposes the measuring method of average requirement satisfaction. Based on these two kinds of requirement satisfaction, the synthetic analysis of SoS capability can be made.(5) Verified the method in this paper by a caseThe paper verifies the proposed assessment framework and assessment methods through a SoS capability assessment case of land-based reconnaissance and early-warning system for a group army, gets the requirement satisfaction of SoS capability and the average requirement satisfaction in the system life cycle, which shows the feasibility and rationality of the method in paper.
