Study On The Problems And Countermeasures Of The Construction Of The Comprehensive Pipe Gallery In Jilin Province

With the continuous development of urbanization,urban infrastructure requirements continue to increase.The demand for various types of municipal pipelines is increasing.Directly buried pipeline easily lead to road zipper and other problems,it has negative impacts on urban transport and people's lives,and underground pipelines criss-cross to form underground pipeline spider web,in the pipeline laying process,it is easy to cause other pipeline fault excavation damage.Can be used for pipeline buried shallow underground space is less and less co nducive to the comprehensive development and utilization of underground space.The construction of the comprehensive pipe gallery can realize the centralized laying and unified management of all types of municipal pipelines,and is conducive to the management and maintenance of pipelines and the comprehensive development of underground space.It is a new method of municipal infrastructure construction and an important symbol of modern cities.After 2014,across the country pulled open the prelude of a comprehensive utility tunnel construction.Jilin Province is the only pilot province for the construction of the comprehensive utility tunnel construction,the construction of pipe gallery adopts the PPP mode,government and social capital invested construction comprehensive pipe rack,forming the SPV company to operate comprehensive utility tunnel,make full use of social capital,advanced management methods and construction technology.This paper uses literature investigation method to study the relevant theor y of comprehensive pipe rack and PPP,enrich the relevant knowledge system.Analyzing the legislative deficiencies of the construction of the pipe gallery in Jilin Province by using the policy analysis method.By applying the method of comparative analysis and classification,analysis the domestic and foreign comprehensive utility tunnel construction as well as the comprehensive utility tunnel construction in Jilin province,sum up the problems existing in the utility tunnel construction in Jilin province,put forward some proposals and countermeasures.It is of realistic significance to the healthy development of the construction of the construction of the pipe gallery in Jilin Province.Through the research of this paper,we can draw the main problems facing the construction of the pipe gallery in Jilin Province,such as imperfection of laws and regulations,imperfect planning and design,insufficient funds for construction and difficulties in management communication.By referring to the advanced experience at home and abroad,some suggestions are put forward,such as perfecting laws and regulations,strengthening top-level design,innovating investment and financing mode and perfecting the charge system of the corridors.
