With the rapid development of human economy and society and the expansion of population,water consumption is rising quickly.Coupled with the increasing water pollution,making water resources facing an unprecedented predicament,which seriously constrains the pace of social progress.In such background,there is an urgent need to strengthen the management and research of water resources.The ecological compensation mechanism of the river basin is an economic means to regulate the regional water environment management,which can help to improve the current water environment and solve the problems such as the imbalance of economic development in the upper and lower reaches of the basin and the contradiction between water use and the social fairness,which means great significance the sustainable development.Ganjiang River,as the longest and most extensive river of Jiangxi Province,nearly bear the province's production and living water of the half population,which provides a guarantee for the local economic development,but in recent years,due to the plundering of water resources and the utilization of unrestrained discharge of sewage and garbage,making the original surplus of fresh water more and more tense.Based on the study of the achievements of ecological compensation in domestic and foreign watersheds,this paper uses water footprint theory to analyze the water ecological security system of Ganjiang River Basin,and then discusses the water resources and environment problems in each region,so as to determine the object of ecological compensation.In this paper,it takes the Nanchang City and Ganzhou City as an example,through calculating and comparing the two cities' available water resources and the total consumption of water resources.The results show that:Ganzhou has a large amount of water and the available water is much more than the total water footprint,the surplus amount is up to 224.12 billion3m;and the Nanchang as the administrative center of Jiangxi Province,due to excessive demand for water resources,the water resources is in short supply,and the water deficit is 1.528 billion3 m,highlydepending on the upstream water resources and enjoying the external positive benefits,according to "protector benefit,beneficiaries compensation" principle,during 2010-2014 five years Nanchang as a beneficiary area,,Nanchang City,should pay 1.992 billion yuan to Ganzhou City,sharing the cost of ecological inputs of Ganzhou City,so as to jointly promote sustainable development of Ganjiang river basin.
