The Construction project management which includes the progress control, quality control, cost control, safety control, contract management, information management and coordination under various complicated conditions is to finally realizes the whole process management and control as defined in the contract.In the process of project management, if one or a few simple accidental problem, can not be timely resolved or improper action has been taken, it would cause adverse outcomes and negative effects, and sometimes it would be like the butterfly effect and cause further complicated chain reaction in progress, quality and cost control. This purpose of this article is to summarize successful experience, to draw lessens from failure, to explore the scientific thought and to form a mature risk control model. through the study of the installation work of Mechanical and Electric equipment of Guangdi Hydropower Project as the installation work of Mechanical and Electric equipment is the key activity for the achieving of early power generation of Guangdi Project.The control on progress, quality and cost are highly correlated during the whole life of project management. Although the role and function of owner, designer, material suppliers, equipment manufacturers, construction contractors and supervision engineer are different in the process of project management, any failure of any party in management may cause bad influence to other’s management and work, and any management improvement of any party may also promote the improvement of the related activities. This article will, through the breakdown of the mechanical and electrical equipment installation works target, the project planning, process corrective management, compare and analysis the data of typical case, quantitatively and qualitatively study the basic principles of main three control tasks, the key points of management, the main measures, the correlation and evaluation decision, further to put forward the method of scheme optimization, and eventually eliminate hidden dangers and realize contract performance target.By establishing and perfecting the scientific, reasonable and feasible project management system, and implementing professional management and overall control on progress, quality, and cost, The mechanical and electrical equipment installation works of Guangdi Project has been completed ahead of the schedule and achieved early generation of the power plant which create the desired economic and social benefits.Through analysis and research, this paper reveals the internal positively promote or reverse restriction logic relations among the controls of progress, quality and cost, and also among the organization, technology, management and economy, summarizes the method and key management point of joint control, demonstrates that the joint control of project management is the core theory of ensuring the project being constructed in a way of efficient, high quality and cost saving,Project.
