The three goals of project control are quality, time and cost. These three aspects condition each other and influence each other, so form a correlative antagonistic unity. Quality, time, and cost form the goal system of project management commonly. Changes on the one hand will inevitably arouse changes of the other two aspects. That is, if there are some wrong with one aspect, the whole system will out-of-balance, and so bring negative influence to project. Usually, in real project, people often clear one or two control goals, then, consider other factors. In view of this, this paper will discuss the coordinative relation of quality control and cost control on the premise of supposing that time can be guaranteed.In recent years, relevant researches on project management have gotten greater accomplishment, but researches which put the theoretical research of quality control with time control and cost control in the same important location are not so plenty.
