The sustainable development of the shipping industry is related to the country's economic development and foreign exchanges.It is the core element of the National Maritime Silk Road Initiative,the maritime power,and the shipping power.As a direct practitioner of the shipping industry,the crew is an important force in implementing the “Belt and Road Initiative” and safeguarding national maritime rights and interests.At present,China has registered more than 1.48 million crew members,and the Chinese crew has a sufficient supply of labor market.However,in the state-owned shipping enterprises,there has been a serious loss of crew and difficulties in dispatching ships.The crew has shown that the talent structure is aging and even the fault is developing.The loss of the crew has caused some routes and ships to be difficult to transfer to the appropriate crew,which has had a tremendous impact on the safe operation of the ship and the country's foreign economic and trade exchanges.This paper intends to start from the state-owned enterprise S company,in accordance with the requirements of the combination of theory and practice,comprehensive use of literature analysis,investigation and research,in-depth interviews and other methods,using government regulation theory and two-factor theory to analyze the loss of crew.Through research,it is found that the factors of the loss of state-owned enterprise crews mainly include low personal income,high risk of crew occupation,lack of social security system for crew speciality,protection of crew rights and interests,marginalization of crew occupation,lack of social identity,and maritime affairs.The department supervised “heavier administration,light service” and lack of maritime culture.The reason for these problems is that in addition to the cumbersome management and chaos in the management of shipping companies,the deeper reason is the lack of government attention to the crew's occupation,mainly in the social security legislation,although in the "four insurance one The policy of “gold” has been formulated,but there is no corresponding guarantee mechanism for the high risk and high intensity of the crew occupation.The standard of participation is equivalent to the general occupation of land.In terms of personal taxation,the gap between the crew's personal income tax payment threshold and land workers has gradually decreased,and there is almost no reduction or exemption policy,which directly affects the actual income of the crew.In order to meet the relevant requirements of the Maritime Labour Convention of 2006,China has revised the Regulations on the Crew of the People's Republic of China,the Regulations on the Management of Seafarers' Services,the Measures for the Administration of Seafarers' Working and Living Conditions on Ships,and the Regulations on the Administration of Seafarers' Assignments.However,the relevant provisions are scattered and mostly in principle,the legal effect level is low,and the crew rights are difficult to be guaranteed.Dealing with the loss of crew members of state-owned shipping companies is not dependent on the shipping companies themselves to effectively solve the problem by adjusting the management system.It is necessary for the government to give more support to the crew in terms of policy formulation.In the future,we should start from the following aspects: By actively promoting the introduction of the "Crew Law",we will provide legal support for the protection of the rights and interests of the crew and the improvement of welfare.Studying and establishing the personal income tax system for crews to improve the actual income of crew members and reduce the management costs of shipping companies will play a positive role in promoting the internationalization of Chinese crew management.Improve the crew social security system,solve the worries of the crew on board the ship,and provide rights and protection for the crew occupation.Strengthening the construction of China's maritime culture,creating a social atmosphere that respects the crew's occupation in many aspects,highlighting the position of the crew in the practice of shipping and strengthening the country,and effectively enhancing the sense of honor of the crew.The research and implementation of the above policies can effectively enhance the professional social identity of the crew and enhance the professional appeal of the crew.It can play a vital role in the government's response to the loss of crew.
