Research On Post-evaluation Of The Amendment Schemes To Dan'gan Traffic Separation Scheme

The Ships' Routeing System of Dan' gan Channel is a Traffic Separation Scheme(TSS)located in the Pearl River Delta Area of China,which has been in function since 2004,it has improved the ship traffic flow conditions via more than ten years' test run,and bring certain economic benefits.With the increasing of large ships and traffic,the Dan'gan TSS shows a lot of problems.Therefore,Maritime Safety Administration conducted the amendment project of Dan'gan TSS afterwards and implemented the amendment officially on July 1,2015.This article probe the post-evaluation of the Amendment Schemes to Dan'gan Traffic Separation Scheme,aiming to evaluate the implementation result in effectiveness and safety through scientific analysis method,which could detect the existing problems and provide a theoretical basis for the Maritime Safety Administration to better of the post evaluation result of the Dan'gan Traffic Separation Scheme.This thesis learn from the basis of previous research results,according to regulations concerned such as General Provision on Ships' Routeing,and combined the experts' advice with the adjustments of Dan'gan TSS over the trial operation scheme,construct the post-evaluation index system based on effectiveness and safety.According to the post-evaluation index system,this thesis designed and distributed questionnaire and recycled,counted and analyzed for the questionnaire.Finally,this article retrieves the initial data through investigations and questionnaire surveys,and utilizes the post-evaluation model based on mean square deviation method,taking full consideration of the inner relationship between index factors,to evaluate the amendment of Dan'gan TSS,followed by further analysis of the post-evaluation result.The conclusion of the post evaluation shows that Dan'gan TSS achieved significant improvements in effectiveness and safety.this kind of post-evaluation model based on improved mean square method is simple and convenient to conduct calculating,it also transfers the data information and differences in between of the index,improves the ignorance of the differenes between indexes in subjective assignment method.
